It's not just any man; it was the cheeky, Italian jockey, Frankie Dettori. The jockey just won the St. James's Palace Stakes at Ascot on the first of the five-day event.
Once Dettori crossed the finish line, the Duke and Duchess of Sussex were honored to present him his trophy. Just moments later, the fearless chap did the unthinkable and kissed Meghan Markle's hand.

When Harry locked eyes with Dettori, he half-jokingly waved his finger at him to not do that again. We all know that Harry has a great sense of humor, and it was likely this was the case considering his handsome smile and soft eyes.
According to "The Sun," Dettori did not break any protocol when he nonchalantly kissed the Duchess' hand. That's good because it appeared to be in good, innocent fun.
